Man arrested in alcohol related incident

A Cedartown man was arrested June 11 for allegedly removing his clothes at Big Spring off Wissahickon Avenue.

Officers responded to the scene after reports of the white male removing his clothes in the presence of children. Several witnesses pointed to Phillip Wayne Carter, 56, of Cedartown, and they said he, “[took] off his clothes and got naked as if he was bathing in front of several kids playing in the area.”

An officer spoke with Carter and could smell bath soap and the scent of alcohol, reports said. Carter was also unsteady on his feet and his speech was slurred.

A portable alcohol sensor showed high positive concentration of alcohol on his breath, reports said.

Carter told police he did nothing but come to the park with his grand kids. Reports said his grand kids and other family were on the scene, but did not indicate if they were the witnesses that spoke with police.

Police arrested Carter, charging him with disorderly conduct and public drunk and took him to the Polk County Jail for housing.
